slurm: make maintenance and munge key setup more resilient. We have
experienced slurm downtime requiring manual intervention and later a false
alarm once after a system update (PL-131740).

links to platform ChangeLog (DIR-776).
Over the last year, we still released new versions of our 21.05 platform
because it's used internally for our physical machines. Starting with this
release, VMs on this version won't get updates anymore, except for very
urgent security fixes.
