- MongoDB: add role for major version 4.2.

- Loghost/graylog: use MongoDB 4.2 by default (#PL-130260).
- devhost: rename the config directory for containers from
/etc/devserver to /etc/devhost to be consistent with the role name.
- devhost: start all containers even if some fail to start (#PL-130323).
- devhost: improve NFS mounts for the nfs_rg_share role in containers (#FC-21094).
- fc-userscan: add documentation.
